Programs and Services
St. Catherine FHPI advances inclusive, sustainable development through four core programs: Community-Based Coastal Resource Management, which protects coastal and marine ecosystems while strengthening coastal livelihoods; Productivity Systems Development (PSD) for ARBS which enable agrarian reform farmers enhance their productivity; Social Enterprise Development, which builds community-owned businesses that generate income and social impact; and Participatory Local Governance, which empowers citizens to engage meaningfully with local governments for transparent, accountable, and people-centered development.
Community-Based Coastal Resource Management (CB-CRM)
St. Catherine FHPI promotes community-based coastal resource management by working with partner coastal communities to protect and restore their marine ecosystems. The program supports mangrove rehabilitation and protection, the establishment of fish marine sanctuaries, and the promotion of sustainable coastal practices.
By strengthening the capacities of fisherfolk and community groups, St. Catherine FHPI empowers them to actively engage with their local government units in protecting and managing their coastal and marine resources, helping ensure sustainable livelihoods and healthier coastal ecosystems for future generations.


Productivity Systems Development for ARBs
Our Productivity Systems Development Program empowers agrarian reform beneficiaries by strengthening their capacity to make their lands more productive and sustainable. Through technical assistance, skills training, and access to capital support, the program equips farmers with the knowledge and resources needed to improve agricultural productivity, increase household income, and build more resilient farming communities. By investing in farmers’ capabilities, the initiative helps transform awarded lands into viable sources of livelihood and long-term economic security.
Social Enterprise Development
St. Catherine FHPI implements a community-based social enterprise program that supports its partner communities in developing viable and sustainable livelihood initiatives. By strengthening the capacity of local groups to establish and manage social enterprises, the organization helps create economic opportunities, promote rural development, and empower communities to become active drivers of their own growth and resilience.


Participatory Local Governance
St. Catherine FHPI promotes participatory local governance as a pathway to inclusive rural development. Through this program, we work closely with community groups and local government units to strengthen citizens’ engagement in decision-making processes that shape their communities. By empowering farmers, fisherfolk, women, youth, and other marginalized sectors to actively participate in local planning, policy formulation, and resource management, the program helps build responsive local institutions and ensure that development initiatives genuinely reflect the needs and aspirations of the people.
